Background
The Government of The Gambia with support from the World Bank is implementing The Gambia Social Safety Net Project, designed to support the National Social Protection Policy (NSPP) approved by Cabinet in February 2016. The policy defines a comprehensive and crosscutting social protection agenda and proposes a set of priority actions to guide the gradual establishment of an integrated and inclusive Social Protection System in The Gambia. The NSPP sets out in detail the Government’s vision and commitment to develop a modern and comprehensive social protection system. Additionally, it seeks to broaden coverage for those in need of support particularly the poor and the vulnerable.
The National Nutrition Agency (NaNA), the Fiduciary Agent of this project, intends to apply part of the proceeds of this grant to hire the services of an eligible Firm to develop a Social Registry Information System (SRIS)
Objective of the Assignment
The objective of this assignment is the development of a modular and functionally scalable web based Social Registry Information System (SRIS) - to -, process, query, update and store data on all households (from whom data has been collected) in The Gambia. The SRIS shall include modules to provide functionality and features that will support the operations of The Gambia National Social Registry and ensure security and integrity of data. The system must be inter-operable with other approved Government databases, such as the Civil Registry.
The following set of outputs related to the design of the SRIS will be delivered:
- Business Process Mapping & Modeling
- Requirements Specification & System design
- Development of the SRIS;
- Deployment of SRIS to the cloud/server
- Preparation of handbooks and training materials on the use of the SRIS;
- Training of staff on how to use the SRIS
- Provide implementation support
- Carry out corrective and adaptive maintenance in order to improve the software application for the duration of the assignment.
Scope of work
The firm will design and develop a SRIS to facilitate the integration, processing, management, and dissemination of data (both on potential and actual beneficiaries) essential for program operations and monitoring.
Specific activities include:
Business Process Mapping & Modeling: Review operational manuals and handbooks, interact with stakeholder & users, to develop as-is and to-be business processes
Requirement Specification and System Design: Assessment of existing (and planned) systems that may interact with the SRIS to inform the design and requirements of the SRIS, data modelling and the report development.
SRIS Development: The SRIS database will store information on households in The Gambia, collected by GBoS for this purpose, and record key socio-economic data and other variables shown in the attached questionnaire.

- Dashboard:
- A Report / Enquiries module
The system will be configured to allow capture of relevant fields in the Social Registry needed for the future CRVS.
Training and Support
Provide direct ‘how-to’ support to key counterparts through the design and implementation steps. Preparation of training materials for broader audience and users.
The duration of the assignment will be of 18 Months.
Qualification and Experience of the Firm
The Firm must demonstrate capacity and capabilities in the following
- Demonstrated experience in development and implementing high quality software solutions over the past 5 years
- Demonstrated experience with management of data especially data relating to life events, socio-economic data and personal identifying data with established software and track record, strong data protection and data privacy
- Demonstrated experience in designing, developing and implementing high quality Management Information Systems for Social Assistance and Social Delivery
- Demonstrated experience working with the latest software technologies, databases and platforms. Must understand current methodologies, such as Agile and Scrum, for developing rapid prototypes and producing high-quality software quickly
- Demonstrated experience in developing Representational State Transfer (REST) or RESTful web services for providing inter-operability between systems
- The Software development firm must have a mix of proven software architects with experience in solution analysis, designing and deployment to ensure high quality product delivery
- Strong capacity and experience in the design and implementation of protocols to ensure high quality data and data security.
- Experience in working with government agencies and the private firms
- Commitment and capacity to deliver hands-on training to ensure knowledge transfer.
- Ability to work independently and in a challenging environment to meet deadlines
- Be ready to assume work as soon as possible.
