The Government of Liberia has received financing from the World Bank toward the cost of the Governance Reform and Accountability Transformation Project and intends to apply part of the proceeds for consulting services - Consultancy for the Development of LRA Training Curriculum, Modules, Manuals and delivery to specified officers.
Objective of the Assignment:
The objective of this consultancy is to design and develop a structured training curriculum and standardized modules that align with the Liberia Revenue Authority’s (LRA) strategic goals and operational needs. The consultant will be responsible for creating a comprehensive and competency-based training framework that enhances the skills and expertise of LRA staff of the core departments and ensuring they are well-equipped to support the authority’s revenue mobilization objectives.
In addition to developing the training curriculum and modules, the consultant will test the materials by conducting a Training of Trainers (ToT) program to build internal capacity for sustainable knowledge transfer within the LRA. The training modules should be designed to align with identified career paths within the LRA and must cover both core technical competencies and essential behavioral skills.
Required Consulting Firm’s Qualifications and Expertise
The Liberia Revenue Authority (LRA) now invites eligible firms to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consulting firm must possess, at the minimum, the following qualifications:
- A minimum of ten (10) years of experience in designing and delivering tax administration and capacity-building programs.
- Proven track record in developing training curricula, manuals, and modules in key areas such as tax administration, customs procedures, compliance, risk management, and customer service.
- Experience in public sector training initiatives, preferably within revenue authorities or government institutions.
- Strong knowledge of international best practices in tax administration, risk management, and customs operations (e.g., OECD, IMF, WCO, and WTO standards).
- Experience conducting training needs assessments and competency-based learning framework development.
- Familiarity with the use of e-learning platforms and digital training methodologies.
- Prior engagement in developing countries, particularly in Africa, is considered an advantage.
- Experience working with World Bank-funded or multilateral development bank-funded projects
Duration of the Assignment
The assignment is expected to be conducted within a period of four (4) months and is expected to start by the end of July 2025.
The Consultancy firm will be selected in accordance with the World Bank's procedures set out in the "IPF Borrower Procurement Regulations" (February 2025), and the contracting method will be Consultant’s Qualification-base Selection (CQS).
