The firm must present a detailed methodology for the execution of the work, demonstrating the technical capacity for the integrated development of the instruments outlined in the Terms of Reference (ToR). The consulting firm shall propose a multidisciplinary team with proven qualifications and experience in digital transformation, interoperability, digital governance, higher education, information technology, and digital policies. Key Experts will not be evaluated at the shortlisting stage. As per the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
