The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services : Open Access Interconnection – Development Of A Cost Model For PURA.

The overall objective of the assignment is to review the current legal and regulatory framework for interconnection of telecommunications providers in The Gambia, and to make recommendations on changes necessary to create and support open access by all telecommunications providers to the international telecommunications gateway provided by the ACE and the national transmission links provided by ECOWAN.

The consulting services shall be provided for a period of two (2) months.

The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services ( description of similar assignments, experience in similar conditions, availability of appropriate skills , etc.). The short listing criteria are:

  • Masters degree in Economics, Finance, ICT or other relevant experience in the sector
  • Thorough knowledge of telecommunications in general, and the management of open access on national and international gateway resources in particular
  • Awareness of telecommunications and network service pricing.
  • Expertise in cost modelling for telecommunications related services.
  • An in-depth understanding local and global technology trends relating to different communications.
  • An appreciation of the wholesale optical fibre business models.
  • Must have worked in similar assignments
  • Must have worked with developing countries
  • Experience working with various stakeholders (the private sector, government agencies, and development partners)
  • Experience working with the International Telecommunications union (ITU) and its stakeholders and very familiar with ITU’s interconnection regulations and standards
  • Experience in assessing institutional capacity, and formulating proposals for strengthening and improvement
  • Ability to analyze, compile and synthesize, and present technical information
  • Ability to work effectively in a team environment and in a multicultural setting
  • Excellent writing / presentation skills and fluent in English

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers July 2014 edition. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest

A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.
