Domestic Revenue Mobilization Advisor

A. Background

The Government of Somaliland has received financing from The World Bank for implementing the Somalia Enhancing Public Resource Management Project (SERP) to support Somaliland in strengthening accountability, transparency, and institutional capacity in public resource management across participating entities. The project intends to support domestic revenue mobilization (DRM) of the Government of Somaliland to strengthen their Inland Revenue systems and capacity. GoSL Ministry of Finance will best achieve this responsibility with trained and experienced employees through international tax administration expert (DRM Advisor) who will be setting the DRM reform requirement at Ministry level and coordinate with country-wide domestic revenue mobilization initiatives.

B. Scope Of Work And Responsibilities: The scope of work for the assignment includes but is not limited to the following tasks:

I. Taking the lead in initiating preparatory work on developing and support implementation of the medium to long-term revenue mobilization strategy at the Ministry level and presenting it to the director of Inland Revenue and the Minister of Finance.

II. Support the Director of Inland Revenue in the modernization and automation efforts to strengthen tax administration.

III. Identifying, assessing, and analyzing training needs of the existing staff of the Revenue directorate of the GoSL ministry of finance and the implementation of medium-term training plans in SL.

IV. Support the fiscal decentralization and harmonization agenda, including (i; (i) harmonization of taxpayer segmentation strategy; (ii) prepare for and advise revenue assignment and harmonization discussions at the – Technical Committee meetings.

V. Support the SL Ministry of Finance to develop: (i) taxpayer registration campaigns; (ii) taxpayer communication and education programs.

VI. Design and introduce models for effective and transparent decision-making in the revenue management process and improving communications and cooperation with DRM advisor and ministry of finance on DRM matters.

VII. Lead the preparation of consolidated SL SERP Annual Work Plans (DRM component) and support timely implementation of activities through inter alia (i) drafting relevant Terms of Reference; (ii) monitoring the quality and timeliness of deliverables by individual and firm consultants; (iii) timely alerting the Director of Revenue and relevant departments/units about any implementation challenges and advising on solutions.

VIII. Review and implementation of Somaliland Tax Policy;

C. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included.

  • At least ten years of experience in tax administration and tax reform projects of at least five countries. Prior experience in neighboring countries adds value.
  • At least Master’s degree in Economics, Accounting, Taxation, Management, Finance, Public Administration and/or any other related field;
  • Excellent communication skills (verbal, written, and presentational), including a proven track record of preparing written outputs in English.
  • Proven ability to provide capacity building and support the analytical work for Inland Revenue counterparts to identify suitable tax policy responses that are logical, balanced, and comprehensive to complex social and economic issues;
  • Experience working in fragile states;
  • Political and local context awareness, technical skills, and ability to work in complex operating environments.
  • Experience as an international TADAT Assessor-Tax Administration Diagnostic Assessment Tool (TADAT)) is an asset.

D. Reporting Obligations: The DRM advisor will report to the SL Director of Revenue, and with working relation with DG as part of DRM program coordination.

E. Duration of Assignment: The duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.

F. The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

G. Submission Requirements: The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

H. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
