• The Government of the Republic of Angola has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP 2). and intends to apply part of the proceeds toward payments under the contract 1for Drilling of 14 Prospection boreholes in Humpata plateau.

• The Financial and Contract Management Unit (FCMU-WB/AFD) Ministry of Energy and Water (MINEA) now invites sealed Bids. The contract comprising the drilling of 14 prospective boreholes on the Humpata Plateau in the Lubango Province of Angola.

• The contract consists of two lots of 7 boreholes per lot, the following phases and durations:

• Drilling phase of 18 months; followed by

• Defects Liability Period (DLP) of 12 months.

• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-” November 2017 (“Procurement Regulations”) and is open to all eligible Bidders.

• Eligible Bidders may obtain further information and inspect the Bidding document during office hours 09:00 am to 03:00 pm at the address given below

• The Bidding document in English may be obtained electronically free of charge by interested eligible Bidders by email at the address below.

• Bids must be delivered to the address below on or before 23rd October 2025 at 10h00 AM Local Hours. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

• All Bids must be accompanied by a Bank-issued Bid Security per lot of USD 15,000.00 (Fifteen thousand US Dollar) or an equivalent in local currency or any freely convertible

• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
