NO: FMWR&S/SPIN/INDV/CS/2025/012B The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Water Resources and Sanitation in collaboration with the Federal Ministry of Power intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include recruitment of an Individual Renewable Energy Engineer to support the Sustainable Power & Irrigation for Nigeria Project (SPIN). The Expert will provide Specialized technical support to the Hydropower Technical Unit under the Federal Project Management Unit in the day-to-day activities of the Unit as it carries out the activities leading to the preparation of the Nigeria Hydropower Master Plan. The assignment is time-based, for one year.

Interested Consultants should provide their Curriculum Vitae (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selected consultant may be required to provide additional documents to support his/her qualification and experience. The Renewable Energy Engineer should possess the following qualifications and experience: • Master’s degree in any of these fields, Renewable Energy (Engineering and Technology including Operation and Management); Energy Science, Policy, Economics, and Finance; Electrical Engineering; Mechanical Engineering, Civil Engineering, Hydraulic Engineering, or a directly related field. • A Bachelor's degree with additional qualifying experience may be accepted. • A minimum of 10 years of professional experience in the planning, design, and engineering management of energy projects. • Proven track record in energy studies, preferably linked to completed feasibility studies and/or detailed design reports for hydropower projects (preferably >10 MW). • Extensive experience with international best practices in energy planning A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February. 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
