REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES

Assignment Title: ENGAGEMENT OF THIRD-PARTY MONITORING FIRM FOR TVET INITIATIVE TRAINING ACTIVITIES

The Federal Government of Nigeria through the Federal Ministry of Education has received a Credit Facility from the World Bank toward the cost of implementing the IDEAS Project and intends to apply part of the funds to finance the engagement of a third-party monitoring firm for the IDEAS/TVET initiative.

IDEAS Project is a joint World Bank and the Federal Government of Nigeria through the Federal Ministry of Education with the aim of increasing youth employment and income generation, particularly among those aged 15-35 years who are not employed, in education or training, or who are underemployed or under-skilled.

Purpose of the Assignment

The consulting services (“the Services”) seek to engage a Third-Party Monitoring (TPM) Firm to ensure an independent and objective assessment of the project’s implementation, performance, and impact. The selected firm will conduct independent monitoring and verification of implementation progress of all activities implemented by beneficiaries and the training Centres, assess the level of compliance with contract agreement, training quality, NSQF compliance, examine project processes and procedures, monitor the context, identify implementation strengths and gaps, and derive lessons learned and recommendations. This assignment will involve systematic on-ground collection of monitoring and/or contextual data at State and LGA Level to measure project results and evaluate impact on beneficiaries of skills development (trainees) under a comprehensive framework.

The Federal Ministry of Education through its Project Management Unit (PMU) of the Innovation Development and Effectiveness in the Acquisition of Skills (IDEAS PROJECT) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms must provide sufficient information demonstrating the required qualifications to perform the services.

Interested Consultants should provide information demonstrating that they meet the required eligibility criteria for the EOI Stage.

The shortlisting criteria are:

  • Minimum of 5 years of demonstrated professional experience delivering TPM services in similar complex environment
  • Experience in Third Party Monitoring of development assistance activities and information management and systems, especially in the education sector, will be an added advantage.
  • Strong knowledge on data collection, analysis, and protection
  • Full working knowledge of English and excellent report writing,
  • Experience of working with the World Bank, and other Development Institutions in delivering monitoring, evaluation, data collection, analysis, and reporting activities.
  • Experience in programme coordination and project management
  • Proven capacity in the use of digital data collection solutions, such as data collection system on tablets, KOBO Toolbox, Survey Monkey etc.
  • Evidence of similar assignments of past work (Contract Award Letters, Job Completion Letters, and other evidence that will be required to verify such experience)

Key Experts will not be evaluated at the shortlisting stage.

Selection of the consulting Firm:

Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations for IPF Borrowers (February 2025) revised in and open to all eligible firms as defined in the Procurement Regulations. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” as stated above, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment.

Consultants may associate with other firms in the form of a Consortium/joint venture to enhance their qualifications. All parties to both agreements shall be jointly and severally liable for the entire contract if selected. Evidence of such Association must be provided in the Expression of Interest.

The implementation period for this activity shall be 12 Months
