REQUEST FOR EXPRESSIONS OF INTEREST

TITLE OF THE TENDER: EVALUATION OF FBF PROGRAM UNDER WORLD BANK – SPRP SUPPORT

Rwanda Biomedical Centre (RBC) has received a grant from the World Bank towards the cost of the Rwanda Stunting Prevention and Reduction Project (SPRP) and intends to apply a part of the proceeds for the recruitment of a consulting firm for evaluation of FBF program under World Bank-SPRP support

The process evaluation is expected to be conducted at three levels:

•

• At the household level of the target population,

• Among CHW providers at the community level,

• At health facilities

The consulting services (“the Services”) include the following activities:

• Adaptation, translation, back-translation and pre-testing of questionnaires

• Inception report to encompass a proposed outline of the final report, including section headings and shell tables.

• Preparation of Field Sampling Plan

• Preparation of Data Collection Plan

• Final Field Work Plan

• Final Data Entry Program/Template

• Training of Field Staff

• Pilot Test

• Field Work Management and Supervision

• Final Database of all completed data and data analysis/management

• Final Report

The Implementation period for this assignment is three months

Rwanda Biomedical Centre (RBC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform similar services.

The shortlisting criteria are as follows:

• Qualification of the consulting firm:

• Proven technical and managerial capacities for the completion of a high-quality survey of sufficiently large number of households, including the conduct of full household listings in each EA.

• Proven ability to manage and integrate a multi-component survey with data collected at the household level, and with community health workers and other community informants

• 1. Required Relevant experience and capability to carry out the assignment

• Proven previous experience of at least 5 years and qualification in measuring child development indicators through large-scale survey.

• Proven previous experience in data collection in Rwanda.

• Having at least the following qualified key staff (a Project manager, a field manager and a data manager)

• 2 Administrative documents:

• Tax clearance certificate

• Social Security certificate

• Registration certificate
