The external collaborator is expected to assess the full project proposals received in accordance with the Guidelines for Full Project Proposal Evaluation, using the evaluation grid and templates developed by the ILO. They are required to assign scores for each evaluation criterion and provide clear, concise, and relevant comments to justify the scores awarded. The assessment of each individual project proposal should be documented in a form of a separate report.
