ASSIGNMENT TITLE: Feasibility studies for utility-scale BESS site(s), preparation of technical specifications, provision technical support for tendering process and supervision of works.

Reference No.: RW-REG/EDCL-531654-CS-QCBS

  • The Government of Rwanda has received financing from the World Bank toward the cost of Rwanda Renewable Energy Development Project and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) include the feasibility studies for utility-scale BESS site(s), preparation of technical specifications, provision technical support for tendering process and supervision of works

The services are divided into two phases:

  • Phase I Feasibility Study and preparation of Tender Documents – Scope of Services, Tasks and Expected Deliverables: The main objective of the Feasibility Study is to confirm the need for BESS in Rwanda and determine the optimal size and sites for utility-scale deployment. In addition to that, the consultancy firm will prepare the bidding document for BESS, and provide support during procurement process, until signature of the contract

Duration for Phase I: 5 Months from the date of contract signing

  • Phase II: Owner’s Engineer Consultancy Services: The main objective of the Owners Engineer/ supervision firm is to provide comprehensive professional services to the Client to ensure that the BESS project is implemented successfully, safely, and in full compliance with the agreed technical specifications, conceptual designs, contractual agreements, applicable regulations, and international best practices.

Duration for phase II: Eighteen (18) months from the date of contract signing and 24 months of defect liability period.

  • Interested consulting firms may download the Request for Expressions of Interest (REOI) document and the detailed Terms of Reference (TOR) for the assignment, free of cost, from Rwanda energy group website (www.reg.rw)

4.The Energy Development Corporation Limited (EDCL) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Letter for Expression of Interest
  • Registration certificate/certificate of incorporation
  • Experience of the firm (in table indicating name, scope, period of execution, employer’s name and address) proven by certificates of good completion.

The interested consultant firm should meet the following experience:

• General experience in conducting feasibility studies and supervising BESS projects during the past ten (10) years.

• Specific experience in feasibility studies, procurement management, and supervision of BESS projects, with participation in at least two (2) similar projects each with at least a minimum contract value of USD 20 million

  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6.Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7.A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
