Assignment Title: Consultancy Services To Undertake A Feasibility Study And Legal Framework Development For Special Economic Zones In Somalia Individual/Firm: Firm Deadline: 15th March 2025 Reference No.: SO-MOF-468781-CS-QCBS Place of assignment: Somalia The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The objectives of this feasibility study are to provide a comprehensive assessment of the economic, regulatory, infrastructural, social, and environmental factors required for successful SEZ development in Somalia. This study will produce actionable insights that can guide Somalia’s SEZ strategy to align with both national goals and international best practices. The study will be conducted in two phases, with specific objectives outlined for each phase.

The consultancy service is expected to be conducted over a period of 10 months from commencement. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The short-listing criteria are as follows: • The ideal firm should specialize in economic development consulting with a core focus on feasibility studies, master planning, and investment promotion for Special Economic Zones (SEZs). The firm should have a minimum of 10 years of experience in consulting related to the assignment. • The firm should demonstrate prior experience in undertaking similar SEZ feasibility studies, preferably in developing countries with comparable economic contexts, (Must have successfully completed 1 or 2 similar projects).

The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. • Experience of relevant assignments performed in Somalia or in a similar Context; and • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy.

In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
