(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy Services to Conduct Feasibility Study on the development and use of Sustainable Aviation Fuels in Zambia.

The Government of the Republic of Zambia, through the Ministry of Transport and Logistics, has received financing from the World Bank towards the cost of the Transport Corridor for Economic Resilience (TRACER) Project and intends to apply part of the proceeds for Consulting Services to conduct detailed feasibility study on the development and use of Sustainable Aviation Fuels in Zambia.

The consulting services will be undertaken in two phases. Phase-One, will involve conducting a detailed feasibility study, while Phase -Two will focus on developing an implementation plan for the development and use of Sustainable Aviation Fuels in Zambia. The period for the Consultancy Services shall be Twelve (12) months. The outcome of the project is expected to bolster Zambia's energy security, create green jobs, and enhance the nation’s position in the burgeoning global market for sustainable fuels. Furthermore, aligning with international commitments on climate change mitigation and fostering economic diversification.

The Ministry of Transport and Logistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • The firm’s core business (submit company profile);
  • Name, scope and cost of previous comparable similar assignments and client contact details (email, postal / physical address);
  • Firms technical and managerial capacity to manage similar assignment; and
  • Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
