The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project and now intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “Fiduciary Services to improve financial transparency and accountability of EDSA’s financial operations.” The estimated level of effort (professional staff-months) for this assignment is Twelve (12) man months, renewable based on satisfactory performance and availability of funds. Implementation is expected to commence on 1st April 2026.

The objective of this assignment is to implement the Collection Account arrangements in accordance with the Collection Account Arrangements Manual and at the direction of the MOF through the Collection Account Committee. The IA will be responsible for operating the Collection Account Arrangements in compliance with the laws and regulations of Sierra Leone.

The Ministry of Energy (MoF) now invite eligible Consulting Firms, (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are Relevance of Core Business, Relevant experience as a firm, Technical and Managerial Capability of the firm. The qualification and experience of the Key Expert are not evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in World Bank Procurement Regulations 2025 (September).
