EXPRESSION OF INTEREST REQUEST CONSULTANCY Country: Angola Project: Project to Strengthen the Social Protection System for Human Capital and Resilience – KWENDA II Credit No.: 9718 AO Position: Financial Audit. Reference No.: AO-MAT FAS-527571-CS-QCBS The Government of Angola has received a loan from the World Bank to cover the costs of the Project to Strengthen the Social Protection System for Human Capital and Resilience – KWENDA II and intends to use part of the resources for consulting services.

The consulting services (the Services) comprise the performance of an independent external financial audit of the Project, including the issuance of an opinion on the financial statements, the eligibility of expenditures, the management of the Designated Account, the procurement processes, and compliance with the fiduciary requirements of the Financing Agreement and the World Bank. the estimated level of effort corresponds to approximately 3 to 4 months of effective work by an audit team per financial year, within the framework of a multi-year implementation period with successive annual audits, with the start of the assignment scheduled for the third quarter of 2026, or in accordance with the recruitment and contract signing schedule defined in the TOR.

The detailed Terms of Reference (TOR) for the assignment can be obtained from the address below. FAS/IDL – Local Development Institute now invites eligible consulting firms (‘Consultants’) to express their interest in providing the Services. Interested Consultants must provide information proving that they have the required qualifications and relevant experience to provide the Services.

The pre-selection criteria are: • Must have more than 10 years' experience in financial audit services; • Must have successfully performed similar functions for at least eight (8) years in institutions with funding equal to or greater than US$50 million; • Audit firms that have audited FAS's financial statements for the last three consecutive years will not be considered; • Proven experience in coordinating and developing work in Angola and other sub-Saharan African countries; • The technical and administrative organisation of the firm (Provide only the organisational structure.

Interested consultants are advised to refer to paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services, dated July 2016 and revised through September 2025 ("Procurement Regulations"), which set forth the World Bank's policy on conflict of interest Consultants may associate with other firms to improve their qualifications, but must clearly indicate whether the association is in the form of a joint venture and/or subconsultancy.

In the case of a joint venture, all joint venture partners will be jointly and severally liable for the entire contract if selected. A consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
