Dear Sir/Madam,
The Western Africa Regional Digital Integration Program (“WARDIP”) Series of Project 1 (“SOP1”) Project Development Objective (PDO) is to increase broadband access and usage in participating countries and to advance integration of digital markets in Western Africa.
The project is regional and the beneficiary countries are The Gambia, Mauritania, Guinea-Bissau and Guinea. Thus, it has a regional dimension in trying to integrate these components in the mentioned countries geared towards the realization of single regional digital market in the ECOWAS region.
The design of the proposed program considers the need for The Gambia to transform into a digital economy while also aligning and integrating into a regional single and harmonized digital market.
Qualification and Experience of the Firm
The Firm must demonstrate capacity and capabilities in the following;
- Firm must have a minimum of 10 years in ICT development with a proven track record of similar nature by the individuals within or firm.
- Demonstrated experience in designing, developing and implementing high quality data center, cloud infrastructure / Information Systems.
- Demonstrated experience of development work on Microsoft Exchange technologies, email systems/platforms, databases and platforms.
- Strong capacity and experience in the design and implementation of protocols/software/hardware to ensure high quality data and data security.
- Experience in working with government agencies
- Commitment and capacity to deliver hands-on training to ensure knowledge transfer.
- Ability to work independently and in a challenging environment to meet deadlines
- Be ready to assume work as soon as possible.
Note: Bidding in consortium is permitted and encouraged. However, Sub-contracting of contract is not permitted. Joint Venture with and international firm is highly desirable. Furthermore, if the Firm is a Joint Venture, the partners would be limited to three (including lead partner).
Bidding will be conducted through Open National Request for Bid using a Non Consultancy Service Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017 and August 2018) (“Procurement Regulations”), and is open to all eligible shortlisted Bidders as defined in the Procurement Regulations.
Invited firms shall submit a bid together with Technical and Financial Proposals. The content of the proposals is detailed in Part II – Employer’s Requirement of the tender document.
Timeline for the Contract:
The contract will be for a period of (18) months.

Bids must be delivered electronically or Hard-Copy via email or physical address in the address below on or before 12:20 noon Friday, 27TH October, 2022. Late bids will not be permitted. There will be public bid opening at the same address below. Bids will be opened on Friday 27th October, 2023, at 12:30. The outcome of which will be communicated to all participating firms in due course.
All Bids must be accompanied by a Bid Security of US$6,000.00.
