Gender Assessment in the Blue Economy Sector 12 months Since 2018, Seychelles has been recognized by the AU as an African blue economy champion. Subsequently, the country has been striving to advance its blue economy agenda both nationally and internationally, through an inclusive approach, which stresses on the involvement of all members of society. Increased gender balance can be deemed as a favourable condition for achieving shared prosperity which is labelled as a strategic priority in the Blue Economy Roadmap. Consequently, there is a need to determine the status quo and identify opportunities and challenges for addressing gender issues in Seychelles’ blue economy space. Such an exercise would enable the Government to make data-driven decisions and to develop gender-sensitive strategies and plans that will underpin the implementation of the Roadmap. Consulting services are therefore sought for an assignment under the Project that aims to establish the current gender status and related issues in the Blue Economy field, and to subsequently formulate appropriate recommendations for policies to ensure equal opportunities in the sector. The specific objectives are to; • Employ the most appropriate research methodologies to carry out a nationwide survey that will inform relevant authorities on the current gender status, identify potential gender gaps and drivers of such gaps in the blue economy space and its potential implications. • Make inferences and formulate recommendations based on the survey results in order to empower relevant authorities to make data driven decisions, especially with regards to strengthening participation in the country’s blue economy and increasing gender balance and opportunities in the blue economy space for the overall advancement of the blue economy agenda. For this assignment, the DBE is seeking a consultancy firm with the following profile: •Company profile demonstrating at least 5 years of proven experience in planning, designing and conducting large scale surveys as well as systematically analysing and presenting the data obtained; •Previous company experience in carrying out a gender-based survey would be most desirable; •A Firm comprising of key experts holding the following qualifications and experience: - Key Expert 1 Social Development expert: Master’s degree or higher in gender-related studies, or social research or any other relevant social science-oriented field. At least 5 to 10 years professional work experience in the related field, and in conducting mixed method research, including community-based research; -Key Expert 2 Statistician: Bachelor or higher degree in Statistics. Requires 5 years proven experience in survey design and analysis, and data management for large-scale surveys. Note: For shortlisted firms, technical and financial proposals will need to provision for the recruitment of a team of enumerators to carry out the survey in case face-to-face interview is selected as a data collection method. Enumerators should be Seychellois nationals at Post-Secondary level or above. Shortlisted applicants will be requested to prepare technical and financial proposals. The procurement process will be conducted according to the World Bank guidelines for selection and employment of consultant, Ed 2011 revised July 2014 and the services contracted through the Department of Blue Economy (SWIOFish3 Coordination on behalf of Government). World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.
