0.1 Background
The Government of Sierra Leone has received US$ 40 million grant financing from the World Bank toward the cost of the Accountable Governance for Basic Service Delivery Project (AGBSDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) being procured via this REoI is for the development of Management Information System (MIS) for Project Data Integration, Reporting and Visualization. The project aims to enhance data management and reporting capabilities by developing a small-scale Management Information System (MIS) that strengthens the accuracy, efficiency, and effectiveness of monitoring and evaluation processes, thereby empowering the PMU to make data-driven decisions that will lead to improvements in project outcomes. The system will collect data from two primary sources: Kobotoolbox database and project M&E Plan and databases, and will utilize PowerBI for advanced reporting, analysis, and data visualization.
0.2 Objective of the Assignment
The primary objective of the assignment is to design, develop, and implement a robust MIS that captures and integrates data from the project Kobotoolbox account server and project M&E Plan, and provides enhanced reporting and visualization through PowerBI. Specific objectives include the following:
- Automate the project’s M&E plan, databases and results framework
- Review the project’s Kobo Toolbox data collection tool, configure and integrate with PoweBI
- Develop a user-friendly PowerBI dashboard to visualize key deliverable metrics.
- Integrate data from multiple sources to provide comprehensive insights into implementation progress and progress towards the achievement of the project development objective (PDO).
- Produce a cost-benefit analysis report on the hosting options with cost implications (cloud-based vs on-premise hosting) taking into consideration duration of use of the system (long-term vs abandoning of system after several years)
0.3 Scope of Assignment/Specific Task of the Assignment
Requirements Gathering/ Needs Assessment:
•
- Conduct a comprehensive assessment of the current data collection and reporting processes including meetings with key stakeholders (the PMU, selected IEs and the World Bank M&E focal point) to identify design questions and KPIs.
- Identify key data points/sources and reporting requirements from Kobotool box questionnaires under the GEMS system and the newly developed project M&E Plan.
- Define user interface and experience preferences.
Design, Develop, and Integrate:
- Conduct a cost-benefit analysis on the hosting options with cost implications (cloud-based vs on-premise hosting) taking into consideration duration of use of the system (long-term vs abandoning of system after several years)
- Design an MIS architecture that efficiently integrates data from Kobotool box and the automated M&E plan.
- Develop a project MIS to automate the M&E plan and result framework using appropriate technologies
- Integrate Kobotoolbox data and project M&E Plan with PowerBI.
- Design and develop the PowerBI dashboard layout
- Ensure seamless integration with PowerBI for data visualization and reporting
- Ensure the system is scalable, user-friendly, and secure
- Apply design preferences for colors and overall user experience
Testing, Validation and Quality Assurance:
- Conduct user acceptance testing (UAT) with the key stakeholders (the PMU and World Bank M&E focal point and the Directorate of Financial Management Systems and Technologies at the MoF).
- The Directorate of Financial Management Systems and Technologies will technically lead on behalf of the client the testing and acceptance of the platform and effective handling of the source code
- Address any issues or feedback received during UAT.
- Conduct thorough testing of the MIS to ensure functionality, reliability, and security.
- Implement necessary adjustments based on feedback from testing.
Training and Documentation:
- Provide training sessions for project staff on using the MIS and PowerBI.
- Develop comprehensive user manuals and technical documentation.
Deployment, Ownership, Support and Maintenance:
- Deploy the dashboard to the production environment which will be the data center at the Ministry of Finance.
- Offer ongoing technical support and maintenance for the MIS.
- Implement updates and improvements as needed.
- Ensure full involvement of the Directorate of Financial Management Systems and Technologies at the Ministry of Finance who will be very instrumental in system support and maintenance post AGBSDP
- The ownership of the system will belong to the Ministry of Finance through the Project Management Unit of the AGBSDP
0.4 Deliverables
- Detailed needs assessment report.
- MIS design document and architecture.
- Fully functional project MIS and Kobo Toolbox integrated with PowerBI
- Completed PowerBI dashboard with interactive visualizations.
- Training of end-uers and user manuals.
- Technical documentation.
- Support and maintenance plan.
0.5 Qualification of firm
- An advance degree in Computer Science, Data Analytics, Information Technology, or a related field.
- Microsoft Certification in PowerBI and Data Analytics is recommended.
- Proven experience in developing MIS systems and integrating data sources - with at least 5 years of hands-on experience in developing MIS, PowerBI reports and dashboards.
- Proficiency in data management tools and technologies, including Kobo toolbox and PowerBI.
- Expertise in data modeling, DAX (Data Analysis Expressions), and Power Query.
- Knowledge of Python and SQL for data wrangling
- Strong analytical and problem-solving skills.
- Excellent communication and training abilities.

The firm will be selected in accordance with Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
