The Governments of Liberia, Sierra Leone, Benin, and Central Africa Republic have received financing from the World Bank toward the cost of the Regional Program for Distributed Access through Renewable Energy Solutions (Regional DARES) and intend to apply part of the proceeds for consulting services.
The consulting services ("the Services") include strategic coordination, contract and performance oversight, fiduciary and safeguards supervision, monitoring and reporting, and stakeholder engagement across participating countries (Liberia, Sierra Leone, Central Africa Republic, and Benin). The duration of the assignment is approximately five years, with an expected start in October 2026.

The RESPITE Regional Coordination Unit (RCU) now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI), including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates, etc.
The shortlisting criteria are:
- Advanced university degree (minimum Master’s level) in business administration, economics, engineering, energy, public policy, international development, or another relevant discipline.
- At least 15 years of post-qualification professional experience, including a minimum of 8–10 years in the energy sector or infrastructure development in a reputable organization, Government agency, or other donor-funded projects;
- At least 7 years’ experience in senior coordination, program management, or leadership roles within public institutions, development finance–supported programs, or donor-funded projects;
- Demonstrated experience managing multi-country, multi-stakeholder programs;
- Experience working with World Bank or other multilateral development bank–financed operations, including familiarity with procurement, fiduciary, and safeguards frameworks;
- Demonstrated experience in contract management and supervision at a senior level;
- Knowledge of energy sector strategic issues and policies in participating countries is an asset.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
