The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project & The Regional Emergency Solar Power Intervention Project and now intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “Preparation of Sexual exploitation and abuse/ Sexual harassment action plan, mapping and Provision of Technical Support for Gender-Based Violence Risk Mitigation.”. The estimated level of effort (professional staff-months) for this assignment is Twenty-One (21) man months. Implementation is expected to commence on the 2nd March 2026 and ends on the 31st December 2027.

The objective of this assignment is to provide technical support to the implementation of the project’s GBV-SEA/SH action plan; Focusing on prevention, protection, accountability and empowering survivors (if any related to the project) to effectively prevent and respond to SEA/SH risk.

The Electricity Distribution and Supply Authority (EDSA) now invite eligible Consulting Non-Governmental Organisations (NGO’s), (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: Relevance of Core Business, Relevant experience as a firm, Technical and Managerial Capability of the firm, and the qualification and experience of the Key Expert.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) Method set out in World Bank Procurement Regulations 2025 (September).
