REQUEST FOR EXPRESSION OF INTEREST (REOI) Ref No: RW-REG/EDCL-494668-CS-QCBS Project: Accelerating Sustainable and Clean Energy Transformation (ASCENT) Client: Energy Development Corporation Limited (EDCL) Tender Name: Hiring Consultant Firm for Tender Document Preparation and Construction Works Supervision of Design, Supply and Installation of Power System Stabilizers and Governing Systems on Generators at Nyabarongo 1 HPP The Government of Rwanda has received financing from the World Bank hereinafter called the Bank toward the cost of the Accelerating Sustainable and Clean Energy Transformation (ASCENT) and intends to apply part of the proceeds toward payments under the Contract for Hiring Consultant Firm for Tender Document Preparation and Construction Works Supervision of Design, Supply and Installation of Power System Stabilizers and Governing Systems on Generators at Nyabarongo 1 HPP.

The services included under this project will include the following aspects: • Provide expert assistance in the preparation of high-quality tender documents for the upgrade of the governing system including the design of a new governing, control, and instrumentation system along with the corresponding technical specifications. • Assist the employer during the tendering process including response to bidders’ queries, bid evaluation and contract negotiations. • Supervise the implementation works of the project to ensure compliance with technical, contractual, and environmental and social risk management (ESRM) and safety requirements.

The Energy Development Corporation Limited (EDCL) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultant Firm may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations. Consultant firms between (5 to 8) shall be shortlisted and be invited to submit their technical and financial proposals.

To be shortlisted, the consultancy firm should meet the following criteria: At least 2 similar projects that have been executed in the last Ten (10) years (since 2015). • The similar project to be considered should have a value of at least 400,000 USD for each project • The similar experience should be projects related to design, review and supervising hydro power plant construction, rehabilitation or upgrade, contract management and preparation of tender documents. • The certificate of good completion of the project and the related copies of contract should be considered. • The firm should meet the key personnel requirement as detailed in the ToRs Note: • Firms will be ranked based on the number of provided experience meeting above criteria. • Detailed Terms of Reference are published at REG’s website.
