CONSULTING SERVICES: Gender Base Violence (GBV) Consultancy Service Provider to supervise and provide technical support for the implementation of SEA/SH Action Plan.

The Ministry of Lands, Housing and Country Planning (MLHCP) has received financing from the World Bank in the form of Grant toward the cost of the Sierra Leone Land Administration Project (SLLAP) and intends to apply part of the proceeds toward payments under the contract for the Service of Gender Base Violence (GBV) Consultancy Service Provider to supervise and provide technical support for the implementation of SEA/SH Action Plan.

The main objective is to support the project in preventing and responding to project induced GBV risks.

The specific objectives of the assignment are:

  • Develop and/or update a range of SEA/ SH documents including update of GBV action plan; service provider mapping; referral pathway, accountability mechanism and code of conduct; and a GBV/SEA/SH specific Grievance Redress Mechanism (GRM). Where feasible, these documents may build on existing similar tasks conducted by other World Bank funded projects.
  • Assess capacity of existing service providers in the project areas of Western Area/Freetown, Bo, Kenema, Port Loko, and Makeni. Where feasible this can also build on previous tasks conducted by other World Bank funded projects.
  • Raise awareness on GBV/SEA/SH in communities to support community-based prevention of GBV, SEA and SH in the project area, including supporting at risk groups.
  • Build client capacity in GBV/SEA/SH mitigation and reduction.
  • Support client in responding to SEA/SH incidents including GBV complaints uptake, case management and survivor support, referral, and monitoring functionality of services, stakeholder engagement and GBV awareness raising.
  • To enhance partnerships and coordination mechanisms at district and community levels for effective implementation of GBV/SEA/SH;
  • To monitor implementation of various measures to address risks of GBV/ SEA/SH/ associated with civil works in the project areas.

The Specific objectives of this assignment are;

  • GBV risk assessment and update of SLLAP GBV Action Plan

The Sierra Leone Land Administration Project (SLLAP), Ministry of Lands Housing and Country Planning (MLHCP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide detailed information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria and points to be allocated during Evaluation are:

GENERAL QUALIFICATION (12%)

The selection of the consulting agency will be based on 5 years of progressive experience in Gender Base Violence (GBV) Consultancy Service Provider to supervise and provide technical support for the implementation of SEA/SH Action Plan.

SPECIFIC/RELEVANT EXPERIENCE OF AGENCY

Knowledge of Sierra Leone's Lands sector and a demonstrated Gender Base Violence (GBV) Consultancy Service Provider to supervise and provide technical support for the implementation of SEA/SH Action Plan and rural development experience with the same or similar assignment. Firm/NGO with strong experience in Case management using survivor Centre-approach.

Qualification: The consulting agency shall have a proven experience in case management, capacity building and data collection using survivor centered approach

The contracting agency shall have more than 5 years of familiarity with the project locations and a demonstrated experience in Sierra Leone

The consulting agency must be a legally registered local Firm, NGO, CBO, and BDS under the required laws of Sierra Leone

The consulting agency must have at least 5 years of progressive operations in GBV and rural development activities in Sierra Leone

The contracting agency shall have at least five years of experience in delivering similar assignments in the sub-sector development

The consulting agency shall have 5 years of experience and competencies in institutional strengthening, capacity building, mentoring, staff training, and field-level management

The consulting agency shall have a proven experience in delivering capacity development skills to rural institutions in a challenging environment

The consulting agency shall have the relevant training materials and training staff with relevant technical expertise and demonstrated interpersonal and communication skills

Qualification and Experience of key Experts that will be working on the Assignment

Team Leader/Gender Specialist:

  • At least a master’s degree in Gender studies, development studies, anthropology, sociology or related field with at least 10 years’ experience in leading a team of experts in undertaking gender and development projects
  • At least 7 years proven experience in managing implementation of GBV/SEA/SH/VAC prevention projects (
  • At least 7 years of experience proven experience working on prevention, mitigation and response of GBV in Sierra Leone (either directly or through enhancing the capacity of service providers and communities
  • Experience in assessing and enhancing the capacity to prevent and respond to survivors of GBV based on minimum standards
  • Proven record of relevant outreach to communities on GBV training, development of effective communication strategies and engaging communities to prevent violence, decrease survivor stigma, raise awareness about services and referral pathways
  • Experience in utilizing the following international tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; the global Essential Services Package for Women and Girls or similar tools developed by the organization

Communication Specialist:

  • At least a bachelor’s degree in mass communication and relevant experience in community sensitization, public awareness and production of radio programmes and development of IEC materials in local language with 8 years post graduate experience
  • At least 5 years’ experience in community sensitization through different media platforms (5%).
  • Experience in stakeholder engagement, consultation, information disclosure using different channels of communication
  • Experience in providing feedback to requests from stakeholders (2%).

GBV Officers:

  • Diploma in Gender/ Social/Community Development and related studies
  • At least 5 years practical experience in community development/mobilization
  • Experience of working in gender and child protection issues preferred
  • Experience in SEA/SH case management, social work and services referral
  • Experience in facilitation of training and project activities is an added advantage
