Name of Consulting Assignment:Development of a Human Capital Development Plan for the Aquaculture Sector of SeychellesThe National Human Capital Development Plan (HCDP) will address the human resource requirements of aquaculture sector over a 20-year development period. It should consider existing education, skill and training levels of the Seychelles’ labour force and compare those to the future sector requirements, thereby establishing the shortfalls that need to be addressed in order to meet the over-arching requirement for this new sector to be primarily served by a national workforce. Moreover, it should identify recommendations and strategies to mitigate brain drain from the sector. SFA is now seeking a professional and experienced consultancy firm to develop the National HCDP.The scope of work and methods used for the development of HCDP should be tailor-made to accommodate the local context, the characteristics of the new sector and its competitive environment. The approach should be structured to allow for the translation of the basic concepts and principles of human resource development strategy into pragmatic and concrete actions.Key activities and requirements include, but are not limited to:a) Analyse the objectives and development plans of the aquaculture sector and assess/forecast the labour needs for the sector, including the number, skill set and type of employees required.b) Reviewing existing statistics and data on Seychelles’ labour force and assess skills and experience of local labour relevant to the aquaculture sector.c) Conducting appropriate surveys and gap analysis of the local labour market as required.d) Analyse whether or not labour needs can be satisfied locally or whether expatriate employees will need to be recruited, and propose realistic timelines for repatriation of posts given local training plans.e) Assessing the potential impacts on the direct and indirect jobs, industry multipliers, services and support function, on other existing sectors and industries.f) Prepare the HCDP to include training, recruitment, remuneration and succession planning. Include recommendations and strategies to promote retention and reverse brain drain from the sector.g) Prepare an implementation and a communication/change management plan under the HCDP.The underlying objective of this consultancy is the development of a comprehensive HCDP for Seychelles’ aquaculture sector. The HCDP will include strategies to align with the vision and mission of the Mariculture Master Plan and will constitute the framework and roadmap that underpins the development of an effective, performance-based sector by recruiting, acquiring, motivating and rewarding a high-performing workforce.SFA is now inviting consultants to indicate their interest in this providing this consultancy service.
