The Government of The Gambia has received financing from the World Bank toward

the cost of the Integrated Financial Management Information System and intends

to apply part of the proceeds for consultant services.

The services include implementation of a comprehensive Security

Information and Event Management (SIEM) System. This Security information management (SIM) which is an information

security industry term for the collection of data such as log files into a central repository for trend analysis. The Security Information and Event Management (SIEM) System (can be an

appliance or a software) will capture, aggregate and

consolidate all the information necessary to provide real-time analysis of

security alerts generated by network devices and applications.

The

objectives of implementing the SIEM is

to identify the originators of

transactions across all applications and database systems; identify with

Timestamp, full information trail and domain credentials for all changes; consolidate

all server, firewall, routers and switch logs, including vulnerability management

and policy-compliance tools (built into the SIEM system), operating-system,

database and application logs, external threat data; and provide user friendly

reporting and querying system for information request

The

assignment is expected to be implemented within a period of forty-five (45) days.

The Ministry of Finance and Economic Affairs now invites

eligible consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are

qualified to perform the services (brochures, description of similar

assignments, experience in similar conditions, availability of appropriate

skills among staff, etc.). The short listing criteria are:

i)

Information about firm's capacity and number of years in offering

services/business.

ii)

Technical and managerial organization of the firm

iii)

General qualification and experience of the firm andnumber of key staff

iv)

Specific Experience in relation to a similar assignments conducted in

the past

v)

The Firm should be authorized to conduct the implementation of the SIEM

system

The attention of interested Consultants is drawn to

paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of

Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank

Borrowers July 2014 edition. ("Consultant Guidelines"), setting forth the World

Bank's policy on conflict of interest

Consultants may associate with other firms in the form of

a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with Least

Cost Selection (LCS) method set out in the Consultant Guidelines; World Bank's Guidelines: Selection andEmployment of

Consultants by World Bank Borrowers July 2014.

the address below during office hours 0800hrs to 1600hrs from Monday to Thursday and Friday 0800hrs to 1230hrs.

Expressions of interest must be delivered to the address

below by Friday 24th February 2016 at 1200hrs.
