ASSIGNMENT: CONSULTANCY SERVICE TO IMPROVE THE EXISTING PDISA2 GRIEVANCE REDRESS MECHANISM DATABASE

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.
The UCP-WB/AFD of the Ministry of Energy and Water (MINEA) intends to hire the consultancy services of an individual consultant to create an informational portal (website) and a web-based complaints management application, or to improve the existing PDISA II web-based complaints management application, so that it integrates both projects (PDISA II and RECLIMA), and addresses the gaps and improvement needs identified during the operational use of the current application. This should be done in alignment with the World Bank's Environmental and Social Standards, particularly ESS 10, to ensure stakeholder engagement and information disclosure.
The individual consultant must hold a degree in Computer Engineering or related fields and have proven experience in providing technical assistance services in similar contexts over the past 5 years. Specifically, the consultant should have:
- Implemented at least 3 projects of similar nature and complexity within the last 5 years.
- Experience in coordinating and managing projects in the field of Information Technology Systems development, including the creation and maintenance of similar applications.
- Experience in developing training plans and implementing capacity-building initiatives related to software programs and information systems.
In addition to the above, additional experience in the following areas will be highly valued:
- Proficiency in statistical and qualitative data analysis.
- Proficiency in agile methodologies.
- Experience with the World Bank’s Environmental and Social Standards, particularly ESS 10.
- Experience in projects involving the development of complaints management systems.
- Proficiency in the Portuguese language is essential.
The duration for the assignment will have a duration of 150 days, spread over 12 months, with 90 days allocated for the completion of tasks 1 to 5, and 8 months for the execution of task 6 (with 60 days assigned during this period).

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
