• The Ministry of Finance & Economic Development has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP), and intends to apply part of the proceeds toward payments under the contract for Supply, installation and commissioning of Air Conditioning Systems for 63 Kiosks rooms and 3 Training Centres-(Phase 1- 15 No. Sites; Phase 2- 16 No. Sites; Phase 3-36No. Sites) . Bidders are hereby notified that at the request of the Ministry of Finance and Economic Development (MoFED), eligible direct payments may be made by the World Bank Group into the successful Suppliers’ bank accounts within Zimbabwe and outside Zimbabwe for eligible goods and services provided in accordance with the contract. Such payments by the World Bank Group will be made only at the request of MoFED and upon approval by the World Bank Group in accordance with the terms and conditions of the Financing Agreement between the MoFED and the World Bank Group and will be subject in all respects to the terms and conditions of that Financing Agreement

• The Ministry of Finance & Economic Development now invites sealed Bids from eligible Bidders for Supply, installation and commissioning of Air Conditioning Systems for 63 Kiosk rooms and 3 Training Centres-(Phase 1- 15 No. Sites; Phase 2- 16 No. Sites; Phase 3-36No. Sites). The kiosk rooms are in each District of Zimbabwe. Currently there is installation of computers and furniture in these kiosk rooms on a 3 phased approach.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” January 2011(revised July 2014) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Mr. David Munemo, A/ Procurement Specialist ([email protected]), Project Management Unit, the Ministry of Finance & Economic Development and inspect the bidding document during office hours 0900 to 1630 hours at the address given below.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of $20.00 [Twenty United States Dollars]. The method of payment will be cash or transfer ( Account number will be provided) . The document will be sent by email.

• Bids must be delivered to the address below on or before 10:00 hrs 15 October 2019. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 1030hrs 08 October 2019

• All Bids must be accompanied by a Bid-Securing Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
