Firm has executed at least five (5) similar assignments of Multilateral Development Bank (MDB) financed projects within the last 10 years. • Having executed 2 similar assignments financed by the World Bank financed projects will be an advantage. • Expertise and experience of the water sector in similar environments (preferably in Africa) will be considered an advantage. • 5 years’ experience with human resources management of public utilities, of public water utilities is an advantage
5 years’ experience with the design, planning and/or implementation of public utility investment programmes, of public water utilities is an advantage
Experience in Sub Saharan Countries will be considered an advantage
Affermage experience is an advantage The duration for the engagement will be three years. The Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services as per qualification criteria above. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the World Bank Procurement Regulations.
