The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola – RECLIMA and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) of a specialized firm that will act as the Independent Verification Agent (IVA) of the Contract between the Ministry of Energy and Water (the Employer) and the respective Management, Operations and Maintenance Services (MOM) Contractors hired to support 3 Provincial Utilities, namely namely Cuando Cubango, Cuanza Sul and Zaire (MOM Contractors). The bidding documents will be shared with the shortlisted firms and the signed contracts will be provided to the winning consultant.

The Objective of the assignment is to support the efficient and balanced implementation of the MOM Contract by providing impartial auditing and verification services in the determination of the baseline and levels of performance achievement of the respective MOM Contractors. In particular, the findings of the IVA regarding the level of performance achieved by the MOM Contractor will be the basis of payment of the performance fee and the bonus, starting from the second year of the MOM Service contracts. The performance and bonus indicators and the terms of contract are included in the bidding documents for the MOM Services.

The contract will be a lump sum contract over a period of 3 years. Payments will be made quarterly, and linked to timely delivery of the Baseline Report, Verification Reports and Annual Reports. This assignment may be extended for additional periods on annual basis.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General relevant experience (core business, years in business and experience in similar projects); Specific experience in the field of the assignment and in similar conditions/regions; Consultant’s size, organization and management (technical and managerial organization of the firm). The shortlisting criteria are:

  • Has a minimum of ten (10) years of experience in the water sector.
  • Has successfully completed at least two (2) technical, financial, or performance audits in water distribution systems or water utilities.
  • Has executed internationally financed assignments in the field of water sector development within developing countries, particularly in sub-Saharan Africa.
  • Auditing experience, technical, financial, or performance, in the water distribution sector or water utilities in Angola, will be an advantage.

Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
