RECRUITMENT OF A CONSULTANCY FIRM TO CONDUCT INDEPENDENT VERIFICATION OF RESULTS FOR THE REGIONAL OFF-GRID ELECTRICITY ACCESS PROJECT (ROGEAP)

Assignment Title: Recruitment of a Consultancy Firm to Conduct Independent Verification of Results for ROGEAP

The Economic Community of West African States (ECOWAS) Commission has received financing from the World Bank toward the cost of implementing the Regional Off-Grid Electricity Access Project (ROGEAP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  • Mapping the ROGEAP’s Results Framework, data flows, and reporting systems across all project components and participating countries.
  • Verifying key Project Development Objective (PDO) and intermediate indicators, including electricity access for households, MSMEs, and public institutions, credit volumes under Component 2, and standards/quality assurance milestones.
  • Conducting statistically sound sampling, desk review, phone surveys, site visits, GIS/remote sensing verification, and financial attribution checks.
  • Performing data quality assessments (DQA) and gender, inclusion, and environmental & social (E&S) compliance verification.
  • Reconciling reported vs verified results, providing adjustments, and preparing a clean auditable dataset for Management decision-making.
  • Preparing deliverables including Inception Report, monthly fieldwork notes, Draft Verification Report, Final Verification Report, clean dataset, and presentation(s) to the Bank and Steering Committee.

The overall purpose is to provide independent verification of ROGEAP results to validate achievements, assess reporting reliability, and support decisions regarding the project extension.

The ECOWAS Commission now invites eligible consultancy firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Firm Experience
  • At least 10 years of experience in monitoring and evaluation, results verification, or impact assessment of large multi-country development programs.
  • Demonstrated experience in independent verification of results for projects financed by international financial institutions (World Bank, AfDB, etc.).
  • Proven experience in energy access, renewable energy, infrastructure programs, or financial intermediary operations.
  • Experience conducting field verification, statistical sampling, surveys, and data quality assessments.
  • Team Qualifications
  • Team Lead: Master’s degree in relevant field; 10 + years in results verification or M&E of large, multi-country energy access or infrastructure programs; experience with World Bank/IFIs; conducted at least in 2 similar assignments; fluent in English and French.
  • M&E/Quant Methods Specialist: Master’s degree in relevant field; 5 years of experience in M&E; sampling/statistics; survey design; DQA frameworks; participated in at least one similar assignment, fluent in English and French.
  • Energy Access/Technical QA Expert: Master in Renewable Energy, 5 years of experience in stand-alone solar systems, quality standards, testing labs; fluent in English and French.
  • Finance Specialist: Master’s degree in finance, 5 years of experience on lending, credit lines, and financial intermediary operations (BOAD/CFIs); fluent in English and French.
  • Field Supervisors / Enumerators: Bachelor’s degree in statistics, social sciences, economics, energy, or a related field. At least 3 years of experience in field data collection, surveys, and verification activities for development projects. Fluency in at least one ECOWAS working language (English, French, or Portuguese) is required.
  • GIS / Remote Sensing and Data Engineer: Master’s degree in Geographic Information Systems (GIS), remote sensing, geomatics, data science, or a related field. At least 5 years of experience in geospatial analysis, remote verification techniques, and management of geo-referenced databases within development projects. Experience with data platform integration and data security protocols is required.
  • Gender and Environmental & Social (E&S) Specialist: Master’s degree in gender studies, international development, social sciences, environmental studies, or a related field. At least 5 years of experience in gender-responsive monitoring and evaluation and environmental and social compliance in development projects. Familiarity with environmental and social standards applicable to internationally funded projects is required.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultant Qualifications Selection (CQS) method, as set out in the World Bank Procurement Regulations for IPF Borrowers (November 2020).
