Country: Kingdom of Lesotho Project: Public Sector Foundations for Services Delivery Project (P174171) Loan No. : 74920 -LS Assignment Title: Individual Consultant to Develop Organizational Structure for the Lesotho Public Procurement Authority Activity Reference No.: LS-MOFDP-491817-CS-INDV RE: REQUEST FOR EXPRESSIONS OF INTEREST (REoI) (INDIVIDUAL CONSULTANT) The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Individual Consultant to Develop Organisational Structure for the Lesotho Public Procurement Authority (LPPA). (“the Services of the consultant will be required to complete the assignment in two (2) months and the consultant should ensure full consistency with Terms of reference.

The expected commencement date is 08th September 2025 after relevant competitive assessment. Interested Individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Relevance and suitability of core experience and qualification of the individual consultant with the subject assignment. • The consultant must have successfully completed at least three (4) organizational structure or strategic design projects within the past 7 years, preferably in the Southern African region public sector. • The consultant should have a minimum of 10 years of experience in providing organizational strategic design services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the Procurement Regulations.
