- BACKGROUND OF THE PROJECT
The Ministry of Health and Human Services is seeking to use a portion of the Damal Caafimaad Project to finance the recruitment of a HMIS international Consultant.
The Government of the Federal Republic of Somalia, through the Federal Ministry of Health, is implementing the Improving Healthcare Services in Somalia under the “Damal Caafimaad” Project, with financing from the International Development Association (IDA) of the World Bank Group. The project is contributing to the Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage of essential health and nutrition services in project areas and strengthen the stewardship of the Ministries of Health in Somalia.
The Damal Caafimaad Project, funded by the World Bank, has three active components:
- Expanding the coverage of a prioritized EPHS in selected geographic areas, The Project is focusing on expanding an essential package of high-impact health and nutrition services across the population in project target regions within available resources and service delivery capacity. The project specifically financing the delivery of a subset of essential health and nutrition interventions outlined in the Essential Package of Health Services (EPHS) 2020 with a focus on communicable diseases, maternal and child health, non-communicable diseases, and other primary health care services, to address the leading causes of mortality and disability in Somalia.
- Strengthening Government’s stewardship to enhance service delivery; this component supports the development of government’s stewardship capacities - both the Federal and FMS levels in areas such as health management information systems, data use – including Monitoring and Evaluation, public financial management/ contract management/ health financing, private sector development and regulatory reforms, and organizational development. and
- Project Management, M&E, Knowledge Management, and Learning. This component supports day-to-day project management including coordination, administration, communication, management, procurement, M&E, and dissemination of project activities at both FGS and FMS levels.
In addition, a zero-cost component known as a Contingency Emergency Component (CERC) which aims to provide immediate surge funding in the event of a public health emergency, such as a disease outbreak, if the need to reallocate funds arises. This component will only be triggered in the case of a public health emergency and when certain actions, as agreed by the Government and Bank teams, are met.
The HMIS International Consultant will provide hybrid support at the Ministry of Health and Human Services of the Federal Government of Somalia. This support will enhance the health management information system, focusing on data quality, data analysis, dissemination, and use for evidence-based health policies, strategic and program planning, and management. This includes the implementation, monitoring, and evaluation of HMIS activities in the investment case plan.
- SCOPE OF WORK AND RESPONSIBILITIES
Objective of the consultancy: Provide technical assistance to HIS, Research and statistics Unit of FMOH to strengthen data quality, analyze and use for health sector’s policy development, planning, and monitoring
- Deliverables:
- Report on health system performance using HMIS and available data according to the existing SOP in coordination with all national and regional stakeholders – Quarterly.
- Annual report to guide the Joint Annual Review.
- Standard TOR of HMIS officers at the national, state, region levels End of quarter 2.
- HMIS training curriculum on data management (collection, quality, recording, cleaning, analyzing and interpreting) – Quarter 2,
- Competency based coaching and mentoring to transfer knowledge and skills on data management with HMIS officers at FMOH – quarterly.
- Technical support to HIS/M&E technical working group – quarterly
- Develop reports and data in coordination with HMIS lead in response to the need by the official authorities or development partners – as needed.
Specific responsibility and tasks of the HMIS International Consultant are as follows among others:
- Support the HMIS unit in (Operational) planning and implementing HMIS activities, at FMS and FGS levels inline to the HIS Strategy and investment Case Plan.
- Develop analytics on key health indicators, including triangulation of data from different sources and providing regularly timely, relevant, user-friendly information on health system performance and the trends of key indicators to the managers and leadership of FMOH and development partners facilitating evidence-based decision making and guide discussion in annual joint annual review.
- Support the establishment of a regular result/progress review mechanism that MOH officials and development partners jointly review the progress on key indicators, discuss the issues, and identify actions.
- Support the HMIS Unit to standardize the roles and responsibilities of HMIS Staff at all levels of Health Systems.
- Support the HMIS Unit to harmonize Data Quality Improvement (DQI) Processes and Tools across different health programmes, train staff on DQI and analyzing and tracking data quality.
- Support the HMIS Unit on harmonization of training curricula and develop a capacity development plan - Review existing HMIS training materials and develop harmonized and competency based HMIS curricula cover every aspect of the HMIS system including data collection, review, entry, cleaning, sharing, analysis, and use.
- To provide on-job training, mentoring/ coaching and technical support to the Somalia Federal Ministry of Health in promoting the quality and use of health data.
- Support the collaboration with key stakeholders across sectors to strengthen HMIS particularly the availability and use of data.
- Support the establishment and ensure regular meetings of HIS/M&E technical group.
- Assist the HIS, Research and Statistics Unit of FMOH in establishing a regular feedback system to implementing agencies, regional HMIS officers and program managers.
- Support the MoH, as needed, in responding to the GFF data request: support data collection, analysis and data validation process.
- Collaborate with the WB task team and the GFF Liaison Officer on data analysis and reporting of the project results framework and the possible linkage with the national health indicators.

5 SELECTION CRITERIA:
The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies:
The HMIS International Consultant should possess the following qualifications and experience:
- Advanced – Master’s Degree in Biostatistics or Epidemiology, or Monitoring and Evaluation or related fields.
- A minimum of 10 years of experience in the health Information Management, Monitoring and Evaluation in health programme and systems analysis in multiple developing countries.
- Working in international experience – outside Somalia, is strongly required.
- Experience in working with projects financed by the World Bank or other international donors/partners.
- Experience in Research and Surveys is an asset.
- Specific knowledge and experience in DHIS2.
- Proven experience in engaging with stakeholders at various levels.
- Experience in working in fragile context is an asset.
- Experience in supporting capacity development in organizations – particularly government institutions.
- Knowledge and experience of the analytical tools such as Excel sheet, STATA or R, SAS, Tableau, or others / related tools.
- REPORTING
The HMIS International Consultant will report to the Head of HIS, Research and Statistics Unit of the Federal Ministry of Health and closely working with the PCIU and other Stakeholders within the government, implementing partners and Donors.
- Duration and Location
The HMIS International Consultant will be engaged on a full-time basis and is expected to commence the assignment on [DATE] for an initial period of 8 months. The contract is renewable annually subject to satisfactory performance.
The recruitment of the HMIS International Consultant should follow the World Bank’s procurement regulations and guidelines - ensuring transparency.
- DUTY STATION
The HMIS International Consultant shall provide hybrid support at the Ministry of Health and Human Services, specifically within the Head of HIS office.
