REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

NAME OF PROJECT: The Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR)

Assignment Title: Insurance Broker for Phases 1 & 2 of the REPAIR Programme

Reference No. (as per Procurement Plan): MZ-REPAIR-503186-CS-CQS

  • The African Risk Capacity Limited (ARC Ltd) has received financing from the World Bank toward the cost of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) and intends to apply part of the proceeds for consulting services.
  • ARC Ltd intends to apply part of the proceeds from consulting services (“the Services”) for Insurance Brokerage Services for Phases 1 and 2 of the REPAIR Programme, covering a period of two years from 01 October 2025 to 31 December 2027.
  • The objective of the consulting services is to provide independent insurance brokerage services on matters related to the assessment of the potential parametric insurance solutions for natural perils and, thereafter, provide placement services to the Ministry of Finance of each participating country in accordance with country identified needs.
  • This consultancy services will entail:
  • Assist in negotiating placement of the insurance instrument(s) as selected by the country, within the prescribed timelines and budget and on terms of maximum favorability to the country
  • Complete placement of the insurance instrument in accordance with the requirements of all applicable laws and regulations.
  • Administer the placed insurance instrument for the duration of its term.
  • Provide ongoing advice to the country regarding the implications of any changes in circumstances of the client or the insurance provider which may impact on the quality and/or value of the coverage.
  • Negotiate and execute any changes to the insurance policy terms required by the country.

  • The African Risk Capacity Limited (ARC Ltd) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • A company with a strong track record in insurance broking services for parametric insurance, with substantial experience with cat/climate perils in Africa
  • Demonstrated ability to identify and work seamlessly with local insurance sector partners to deliver insurance policy placements in the given jurisdictions
  • Experience in working directly with sovereign governments as clients
  • Demonstrated ability to deliver broking services via a public sector mandate
  • Ready access to qualified and appropriate staff who can communicate in French and/or Portuguese is a plus.
  • Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of:

  • the preparation of the TOR for the assignment;
  • the selection process for the contract; or
  • the supervision of the contract may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  • A Consultant will be selected in accordance with the CONSULTANT QUALIFICATION SELECTION (CQS) method set out in the Procurement Regulations.
