BACKGROUND

The Government of Liberia has received funding from the World Bank, Swedish International Development Association (Sida) and the French Agency for Development (AFD) towards the implementation of the Recovery of Economic Activity for Liberian Informal Sector Employment (REALISE) Project. The Project Development Objective is to increase access to income-earning opportunities for the vulnerable in the informal sector in response to crises, expand income and livelihood support to poor and food-insecure households, and improve efficiency in managing social protection programs in Liberia. The REALISE project comprises six components namely: (i) Grant Support to Vulnerable Households to Revive or Start Small Businesses; (ii) Temporary Employment Support and Employability Development for Vulnerable Workers, iii) Program Implementation, Capacity Building, and Coordination; (iv) Contingency Emergency Response Component (v) Community Livelihood and Agriculture Support, and (vi) Social Cash Transfer and Strengthening of the National Social Protection System.

REALISE Project is being implemented by the Ministry of Youth and Sports (MYS), Ministry of Gender, Children and Social Protection (MGCSP), and the Liberia Agency for Community Empowerment (LACE). To ensure smooth project implementation, MGCSP intends to hire a Management Information System Officer to join the Project Management Team.

Position: Management Information System (MIS) Officer

Location: Monrovia, Liberia

Duration: This assignment is expected to run for 9 months (April 1, 2026, through December 31, 2026)

Objective of the Assignments

The objective of the assignment is to design, install, implement, monitor, upgrade, and maintain all Management Information Systems and online/digital resources of the REALISE project.

Duties and Responsibilities

Under the supervision of the Project Coordinator, the MIS Officer will undertake the following tasks:

  • Lead the MIS business and technical analysis sessions to support development efforts to meet current and projected project needs for all programs;
  • Prepare use cases, mock-ups, and formal requirements and establish the basic structure of all MIS, defining the essential core design features and elements that provide the system framework;
  • Ensure effective and efficient design, development, and deployment of Management Information Systems and other online/web resources for REALISE Project;
  • Install and test new versions of the MIS and database management system as well as other online/web resources;
  • Regularly perform routine tests and modifications to ensure that the Systems are performing and running correctly;
  • Ensure the security of all systems, and for ensuring that all users understand and can use the system properly; etc.

Shortlisting Criteria

The minimum shortlisting requirements are:

  • The MIS Officer should have a first degree (Bachelor’s) in computer science or a closely related field.
  • Five (5) years of management experience leading to the design, development, deployment, and scaling of software and hardware systems across a ministry
  • At least three (3) years of experience in implementing solutions for Data Collection, Data Management, and Development of Systems for Social Protection.
  • Experienced in process analysis, information systems design, and development. Knowledgeable in ICT services management and ICT functional system analysis.
  • Should have more than three (3) years of working experience as a database administrator with good working knowledge of major commercial and open-source database applications.
  • Should understand structured query language (SQL) and knowledge of 'relational database management systems (RDBMS), 'object-oriented database management systems (OODBMS), and XML database management systems.
