• The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds toward payments under the contract for the Management, Operations and Maintenance Services for Zaire Province Water Supply Systems.

• The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites sealed Bids from eligible Bidders for the Management, Operations and Maintenance Services for Zaire Province Water Supply Systems. The services shall support the Provincial Water Utility in ZAIRE (Empresa Pública de Água e Saneamento do ZAIRE – EPASZAIRE-E.P.) with Management, Operations and Maintenance Support Service Contract (MOMs) to organize and direct the technical and commercial operations, general, human resources and financial management of the EPASZAIRE-E.P..

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.

• Interested eligible Bidders may obtain further information from the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA), Attention: Ms. Elsa Ramos, Project Director, E-mail: [email protected] and inspect the Bidding Document during office hours Monday to Friday, 0900 to 1700 hours, Luanda Local time at the address given below.

• The Bidding Document in English may be obtained free of charge by interested eligible Bidders, upon the submission of a written application to the address below. The Bidding Document will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder.

• Bids must be delivered to the address below on or before 10:00 AM, Angola local time on October 10, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PROPOSAL” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Condomínio DOLCE VITA, Edifício A1, 3º andar, Talatona at 10:30 AM, Angola local time on October 10, 2025. All envelopes marked “FINANCIAL PROPOSAL” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

• All Bids must be accompanied by a Bid Security in the form of a Bank Guarantee in the amount of One hundred fifty thousand US Dollars (USD 150,000.00) or equivalent in local currency or any freely convertible currency.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
