Assignment Title: Solid Waste Management OPTION ANALYSIS AND PREFEASIBILITY ASSESSMENT FOR SEYCHELLES

Reference No: SC-PDCS-490435-CS-QCBS.

The Government of Seychelles (GoS) has received financing ($ 5 million) from the World Bank (WB) for Seychelles Solid Waste Management Project (SSWMP, P181243) to enhance the financial and environmental performance of solid waste management in Seychelles.

As part of this initiative, the GoS seeks technical expertise to develop a long-term, sustainable solid waste management (SWM) plan that addresses key challenges, particularly land constraints and limited waste disposal capacity. A consultant will be engaged to:

  • Assess viable SWM infrastructure options through a technical and financial prefeasibility study.
  • Develop a sustainable institutional and financial framework for implementing the identified SWM infrastructure.
  • Provide a roadmap for infrastructure development, including regulatory considerations and an implementation action plan.

The Programme Development and Coordination Section (PDCS) within the Ministry of Agriculture, Climate Change and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: The firm should have at least 10 years of experience in solid waste management and environmental consultancy. It must demonstrate capacity to deliver feasibility studies, financial modeling, institutional assessments, infrastructure design, and safeguards, with a track record of leading complex, multidisciplinary projects. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
