NAME OF THE ASSIGNMENT: PAYMENT PROVIDER (PP) CONSULTANT

REQUEST FOR EXPRESSION OF INTEREST (EOI 2013-1)

The Ministry of Labour and Social Services (MoLSS) of the Government of the Republic Of Zimbabwe (GoZ) intends to apply for funding from a trust fund managed by the World Bank, and use the funds for the proposed Productive Safety Net and Livelihoods Program (PSLP) ,, which program has foundations laid by the Productive Safety Net - Pilot Public Works Project, which was successfully piloted by the MoLSS with funding from the World Bank.

The Consulting Services (The Services) are for engagement of a Payment Provider (PP) under the MoLSS. The PP will have the overall responsibility for effecting payments for eligible expenses of the program for and on behalf of the GoZ under the PSLP Project. Through thePSLP Project, the GoZ seeks to make the Productive Community Works (PCWs) a more integral part of the social protection system in Zimbabwe,with appropriate links to the other key elements of the social protection system. More specifically, the PSLP would support GoZ in the enhancement of its social protection system, through the expansion of the pilot with the objective to increase social safety net access to poor rural households, by enabling them to participate in labour intensive public works, while at the same time supporting rehabilitation/creation of small rural community assets. The expansion will be implemented in phases and the program is anticipated to reach approximately 12 districts and be implemented over a period of approximately four years.

The MoLSS nowinvites qualified consulting firms to express their interest in providing the payment services. Interested firms should provide informationdemonstrating that they can provide innovative and modern methods of payment; and that they have appropriate qualifications and relevant experience to perform the services.

The shortlisting criteria

The consulting firm should be registered and have a practicing licence under the laws of Zimbabwe or have the potential to be registered to practice in Zimbabwe if contracted. Details of theregistration requirements are provided at www. worldbank.org. The firm should have at least five years relevant experience. As an added advantage, the consulting firm should have demonstrable experience in performing similar assignments with international organisations or projects financed by international agencies.

The attention of interested Firms is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance theirqualifications.

The consulting firm will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
