- Background of ACET
The African Center for Economic Transformation (ACET) is one of the pre-eminent organizations in the world focused on advancing African solutions to African transformation challenges. Driven by a commitment to support governments address the policy and institutional barriers that hamper sustained economic growth on the continent, ACET was founded in 2008 with the support of national governments alongside major multilateral, bilateral donors and foundations. ACET is an economic policy institute that provides research, policy advice, and institutional strengthening for African countries to develop their economies, reduce poverty, and improve livelihoods. ACET has received financing from the World Bank (Bank) toward the cost of the Support to Regional Knowledge Capacity on Economic Transformation, Resilience and Recovery Programme (P178045) and intends to apply part of the proceeds toward payments under the contract for Photography Services across multiple countries in Africa (Senegal, Nigeria, Kenya, Morocco, South Africa and Cameroon) for its multimedia library.
- Background of Assignment
The photography service under the ACET Multimedia Library Project is designed to support the African Center for Economic Transformation (ACET) in building a diverse and compelling collection of high-quality images and short videos that visually represent the multifaceted story of Africa’s economic transformation. The service will involve coordinating a team of skilled local photographers across six regions West, East, North, Central, and Southern Africa to capture original, culturally sensitive, and human-centered visuals that reflect ACET’s thematic focus areas. These visuals will be used to enhance ACET’s communications materials, including reports, publications, websites, social media platforms, and other outreach tools. By showcasing authentic imagery that counters outdated stereotypes, the project aims to deepen engagement with stakeholders, influence policy conversations, and elevate African perspectives in global development narratives. Additionally, the assignment promotes the work of African photographers by giving them the opportunity to contribute to a continental visual archive that reflects the continent’s progress, challenges, and aspirations.
ACET is now seeking a qualified firm to undertake assignment. The duration of the Assignment is 2 months.
- Firm Qualification Requirements
- Minimum of five (5) years of proven experience in professional photography, multimedia content development, and visual storytelling, especially in development, socio-economic, or policy-related sectors.
- A demonstrated track record of managing multi-country photography projects, ideally in Sub-Saharan Africa and other regions of the continent.
- Experience producing content for use in development communications, policy engagement, or advocacy.
- Proven ability to mobilize professional photographers across the six target countries: Senegal or Nigeria (West Africa), Kenya or Ethiopia (East Africa), Morocco (North Africa), South Africa (Southern Africa), and Cameroon (Central Africa).
- Evidence of existing partnerships or collaborations with locally based photographers in these countries is highly desirable.
- Demonstrated capacity in image post-production, cataloguing, metadata tagging, and image rights management.
- Capacity to deliver high-resolution images compatible with various digital and print formats, as well as short-form videos suitable for social media use.
- Familiarity with image copyright, consent protocols, and ethical guidelines, especially in development-focused photography
- Bidding will be conducted using Request for Quotations as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020 “Procurement Regulations” and is open to all eligible bidders as defined in the Procurement Regulations.

- Quotations must be delivered to the address below on or before 22nd August, 2025 by 10:00 am GMT. Late Quotations will be rejected. Quotations will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below immediately after the close of the submission of quotations.
