Procurement of 15,000 Ready Board Solutions — Electricity Access Scale-Up Project (EASP)

MINISTRY OF ENERGY AND MINERAL DEVELOPMENT ELECTRICITY ACCESS SCALE-UP PROJECT (EASP) Request for Bids (Two-Envelope Bidding Process) PROCUREMENT OF READY BOARDS Procurement Ref No: MEMD/SUPLS/2023-24/00055/EASP • The Government of Uganda (GoU) has received financing from the World Bank towards the cost of the Electricity Access Scale-Up Project (EASP), and intends to apply part of the proceeds toward payments under the contract for Supply of 15,000 Ready Boards. 2. The Ministry of Energy and Mineral Development now invites sealed Bids from eligible Bidders for Supply of 15,000 Ready Boards.

• Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018, November 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Interested eligible Bidders may obtain further information from the Procurement Specialist- EASP, Ministry of Energy and Mineral Development, Amber House, Plot 29/33 and inspect the bidding document during office hours i.e. 8:00 am to 5:00 pm at the address given 9(a) below.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 300,000 (Uganda Shillings Three Hundred Thousand Only). The method of payment shall be through the Banks authorized to receive Non Tax Revenue.

The Bidding documents will be picked by the bidder from EASP Offices located at Amber House from address 9(a) below. 6. Bids must be delivered to the address below on or before 11:30 am, 5th September 2024.

Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address 9(b) below on 5th September 2024 at 11: 45 am.

• All Bids must be accompanied by a Bid Security of UGX 90,000,000 or an equivalent amount in United States Dollars. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
