This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014. And again published in 2018 in UNDB and http//:step.worldbank.org.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) to finance the South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the procurement service.
The internet service will last for a period of 4 Months (up to 30th June 2019) with an option for extension subject to satisfactory performance expected to start March 2019.
The interesting bidders should collect the Request for Quotation (RFQ) from the National Bureau of Statistics.
Technical Specifications for INTERNET CONNECTIVITY
- ISP shall provide no less than 4Mbps/2Mbps dedicated 1:1 of business class internet connectivity without bursting capabilities. NBS will also consider an add alternative to include 50% bursting capability.
- ISP shall provide proof of two redundant upstream providers.
- ISP shall provide bandwidth 24 hours per day, 356 days per year.
- ISP shall have network engineering support 24/7 hours per day, 365 days per year.
- ISP shall maintain network monitoring capability and notify NBS at the point of any disruption of service, at no time shall it take longer than thirty (30) minutes to send notification from the time the outage occurs.
- ISP shall provide web-based bandwidth utilization reporting.
- ISP shall grant NBS primary and authoritative control over the services.
- ISP shall install all services and equipment included in the proposal.
- ISP shall guarantee quality of service – minimum uptime 99.999% per month with minimum of four (4) hours response and resolution to problems, with documented discounts given for outages that exceed four (4) hours. NBS will allow for brief pre-arranged outages during off-hours for maintenance between the hours of 1:00 am and 4:00 am.
- Any additional equipment necessary to be installed to ensure internet operates at its full capacity.
- Bandwidth monitoring tools which allows the control of bandwidth and visualize network usage at a fine-grained level, ensure the ability to assign data transfer quotas, guarantee bandwidth, and prioritize and de Prioritize sites using a graphical representation of service usage.
- Four (4) public IP addresses for each site.
- Network/Transit delay shall not exceed an average of 80 milliseconds over a 5-minute period where the circumstances are under the ISP’s control.
- Packet loss shall not exceed an average of .1% over a 5-minute period where the circumstances are under the ISP’s control.
- Free and unlimited technical support for VSAT, firewall, routers and switches.
- Other products and services offered through the connection.
