National Competitive Bidding (NCB) Request for Bid for Procurement of Laptop Computers, Tablets, Recorders, Smart Phones, Printers, Scanner, and Photocopier Country: Sierra Leone Name of Project: Food Systems Resilience Program (FSRP) Grant No. : E1160-SL Project ID: P178132 RFB Reference No.: SL-MAFS-348113-GO-RFB IFB Issued Date: 31st January 2024 IFB Closing Date: 29th February 2024 • The Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the Food Systems Resilience Program (FSRP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Laptop Computers, Tablets, Recorders, Smart Phones, Printers, Scanner, and Photocopier. • The Ministry of Agriculture and Food Security (MAFS) through the Food Systems Resilience Program (FSRP) now invites sealed Bids from eligible Bidders with at least three years’ experience in dealing with Information Communication and Technology (ICT) Equipment to supply the following: Table 1: List of Items |

Pcs • Bidding will be conducted through National Competitive Bidding procedures as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. • Bidders must submit their bids and meet the following: • Bid Security of NLe.86,144.76 from a reputable commercial bank must be included within the sealed bid and satisfy the following conditions: • be in favour of the Ministry of Agriculture and Food Security • may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid. • Evidence of financial capability which should match a minimum of the bidders bid price • Signed Bid Form, Price Schedule and Schedule of Requirement • A valid NRA Tax Clarance Certificate • A Valid NASSIT Certificate • A Business Registration Certificate • A Business Profile of the Supplier • Three years proven experience in dealing with ICT equipment and supplies; • Compliance to the qualification and eligibility requirements defined in the bidding document • Compliance to the technical specification of goods to be supplied • Technical brochures/ catalogues of ICT equipment 4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 0900 to 1700 hours at the address given above. 5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and payment of a non-refundable fee of NLe 1,000.00 (One Thousand New Leones).
