The Government of Sierra Leone has received financing from the World Bank toward the cost of the West Africa Food Systems Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for the PROCUREMENT OF PROGRAM MONITORING TOOLS.

• The West Africa Food Systems Resilience Program (FSRP-2) now invites sealed Bids from eligible Bidders for the Procurement of program monitoring tools (40 Global Positioning Systems, 5 High-Tech resolution Electro-optical Systems Cameras, 2 High end resolution drones, 4 Projectors, 4 Electronic recorders, 50 unit Built-in-Powered Projectors, 169 Tablets and 10 Smart phone.)

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, and November 2020 , and September 2023(“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Thousand New Leones (SLE1,000). The method of payment will be by Bank Transfer and Direct Payment in the Account Listed below:

• Bids must be delivered to the address below on or before Wednesday, 4th December 2024 at 13:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below. on Wednesday, 4th December 2024.

• All Bids must be accompanied by a Bid Security of USD$5,000 (Five Thousand United States Dollars equivalent to SLE112,888 (One Hundred and Twelve Thousand Eight Hundred and Eighty-Eight New Leones)

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
