- The Federal Government of Nigeria has received financing from the World Bank towards the cost of the Accelerating Nutrition Results in Nigeria (ANRiN) Project 2.0. and intends to apply part of the proceeds for payments under the contract for Basic Package of Nutrition Services. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing (IPF), except for those payments, which the contract provides to be made through letter of credit.
- The Federal Ministry of Health and Social Welfare - Accelerating Nutrition Results in Nigeria (ANRiN) Project now invites sealed Bids from eligible Bidders for the procurement of commodities to provide a Basic Package of Nutrition Services. The description of goods is provided in Section II –Bid data sheet (BDS) ITB1.1 and the distribution to end lines is on Annex1 attached to the bidding document application of margin of preference of 15% will be applied for locally produced goods meeting the margin of preference requirement of the procurement document.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025 “Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidders may Bid for one or several contracts, as further defined in the Bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.

NOTE

- Bids must be delivered to the address below on or before Thursday 7th August, 2025 at 12:00 noon (Nigeria Time). Electronic Bidding will will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Thursday 7th August, 2025 at the Conference Room, Accelerating Nutrition Results in Nigeria (ANRiN) Project at 12:00 noon (Nigeria Time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

- In accordance with the World Bank Procurement Regulations (February, 2025) with reference to the Specific Procurement Notice dated Thursday, 26th June 2025, the Federal Ministry of Health and Social Welfare – ANRiN Project 2.0 wishes to issue this Addendum No. 1 to inform all prospective bidders of the extension of the bid submission deadline and the bid opening date, as follows:

Clauses 22.1 and 25.1 on Dates of Submission and Opening in the issued Bidding Document are hereby changed as indicated above.
- Please be informed that the responses to clarifications shall be sent to all the registered Bidders by email. It has also been included as Annex 3 to the issued Bidding.
- All other information on the earlier advertised Specific Procurement Notice remains unchanged.
