- The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) towards the cost of Nigeria for Women Program Scale-Up. Delta State is a beneficiary of the credit and now intends to apply part of the credit towards payments for the following contracts below:

- Bidding will be conducted through the Request for Quotation (RFQ) procedures specified in the World Bank Procurement Regulations for IPF Borrowers of September 2025.
- Interested eligible bidders may obtain further information and collect the specification of the items at the Office of the State Project Co-ordinator, Nigeria for Women Project Scale-Up (NFWP-SU) Project at the address below on working days from 09:00 hrs to 16:00 hrs (local time).
- Qualification requirements include:
(a) Financial Capacity:
- Certified Audited Financial Statement for the last 3 years (2023, 2024, 2025) or Bank Reference letter.
- Evidence of CAC Registration and Tax Clearance
(b) Experience and Technical Capacity:
- Evidence of Two (2) previous supplies of similar equipment over the last five (5years). The Vendor shall also provide details of contractually committed contracts.
(c) Manufacturer’s Authorization Letter (where applicable)
- Evaluation Criteria: Quotations shall be evaluated based on responsiveness to specifications, eligibility compliance, and price. Contract shall be awarded to the lowest evaluated responsive bidder.
- Fraud and Corruption: Bidders shall observe the highest standard of ethics. The World Bank Anti-Corruption Guidelines apply.
- Submission Timelines: Request for Quotation will be available from February 24th, 2026. Interested vendors are advised to visit the 5th Floor, Prof. Chike Edozien Secretariat Complex, Marian Babangida Way, Asaba, Delta State for additional information or you can send an email to [email protected] for further enquiries.
- The validity period for the proposal shall be 90 days from the date of submission and the supplies/services made or provided shall be subject to twelve (12) months warranty (or as may be applicable).
- All items supplied will be inspected and must conform to the technical specifications provided.
- Bids must be delivered in a sealed envelope accompanied with company profile, evidence of CAC registration, evidence of similar work done and three years Audited Report or Bank Reference Letter indicating on the envelope “Ref. Activity Ref No.” to the address below on or before 12noon on 9th March, 2026. Electronic Quotations will not be permitted. Quotations submitted late will be rejected. Quotations will be opened in the presence of the vendors’ or their representatives who choose to attend in person at the address below at 12.30 pm on 9th March, 2026.
