REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – CONTRACTOR SELECTION) LESOTHO LESOTHO RENEWABLE ENERGY AND ENERGY ACCESS PROJECT (LREEAP) Loan No.: P166936 Assignment Title: Solar street lights with WIFI Reference No.: LS-DOE-373667-CW-RFB The Government of Lesotho under the Ministry of Energy has received financing from the World Bank toward the cost of the USD 52.9 million, and intends to apply part of the proceeds for constructing Solar street light with WIFI. The overall objective of the contract is to provide National University of Lesotho Campus in and outside with solar street light with WIFI, estimated time of this assignment is 3 months and expected to start on 2024 March 01.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Lesotho Renewable Energy and Energy Access Project (LREEAP) now invites eligible contractors (“Construction”) to indicate their interest in providing the work. Interested Contractors should provide information demonstrating that they have the required qualifications and relevant experience to perform the work.

The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the company. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Contractors is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Contractors may associate with other company to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the :core business and years in business, relevant experience, technical and managerial capability of the company method set out in the procurement Regulations. Further information can be obtained at the address below during office hours 0800 to 1700 hours SAT. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 2024/02/16 at 1200 noon SAT.
