MINISTRY OF FINANCE Recurrent Cost and Reform Financing Project (RCRFP III) REQUEST FOR EXPRESSION OF INTEREST (REOI) (CONSULTING SERVICES) FIRMS SELECTION COUNTRY: Federal Republic of Somalia (FGS) NAME OF PROJECT Somalia Recurrent Cost & Reform Financing (RCRF) Project - Phase III PROJECT ID P173731 Grant No. IDA-D6580-SO Assignment Title: Procurement of Consultancy Services of a Third party Monitoring for Intergovernmental Transfer to District Governments Reference No; SO-MOF-444328-CS-CQS Place of assignment: Mogadishu and other Federal Member States of Somalia Background I.
The Federal Government of Somalia (FGS) has entered into agreements for grants and financing with the World Bank for the Recurrent Cost and Reform Financing, Phase II (RCRF II) and Phase III (RCRF III) Projects (“Projects”). The Projects are a central instrument in the World Bank Somalia Project portfolio and are an important source of financing and support to the FGS and FMS. II.
The Government intends to apply part of the proceeds in the Procurement of Consultancy Services of a Third party Monitoring for Intergovernmental Transfer to District Governments III. The Ministry of Finance now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short-listing criteria are as follows: A. A minimum of seven years’ experience in conducting baseline/midterm/endline/ capacity assessments, feasibility studies, impact evaluations verification, and third-party monitoring with at least three (3) similar assignments and proven experience in implementing studies such as Political Economy Analysis (PEA), conflict analysis, political economy outlook and provide evidence of such reports. In addition; a minimum of three years’ experience in governance, public administration, and financial management is required. • Experience with similar assignments on working in collaboration with Government, and programs including familiarity with the World Bank, other donor-funded projects, and international development organizations. • Experience of having worked in an environment similar to that of Somalia; and • The technical and managerial capability of the firm. Terms of Reference: The detailed Terms of Reference (TOR) can be found at the following website: www.mof.gov.so or it can be forwarded to the applicant upon submission of the application to the address indicated below.
The finalized TOR will be included in the Request for Proposals that will only be sent to shortlisted candidates. V. Selection Method: The attention of interested Consultants is drawn to section III, para 3.14, 3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, "Procurement Regulations for IPF Borrowers" July 2016, revised November 2017 revised August 2018, November 2020 and current edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
