Specific Procurement Notice Request for Bids Goods (One-Envelope Bidding Process) Country: Sierra Leone Name of Project: Sierra Leone Digital Transformation Project (SLDTP) Contract Title: Procurement of Two Vehicles (One Station Wagon, One Pick up) Grant No.: E-1130-SL RFB Reference No.: SL-MOFED-421232-GO-RFB Issue Date: 21st May 2024 • The Government of Sierra Leone through the Ministry of Communication, Technology, and Innovation has received financing from the World Bank toward the cost of the Sierra Leone Digital Transformation Project (SLDTP) and intends to apply part of the proceeds toward payments under the contract for the Procurement of Two Vehicles (One Station Wagon and one Pickup).

• The Ministry of Communication, Technology, and Innovation now invites sealed Bids from eligible Bidders for the Procurement of Two Vehicles (One Station Wagon and one Pickup) to be delivered at the Cyber Security Coordinating Centre within six weeks with no margin of preference applicable. 3.

Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Project Procurement Specialist Sierra Leone Digital Transformation Project, 8th Floor, Youyi Building, Freetown, and inspect the bidding document during office hours between 0900 to 16:30 hours Mondays through Fridays.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Le3,000.00 (Three Thousand Leones) or in a convertible currency. The method of payment will be by a cashier’s check or cash payable to the Financial Management Specialist of SLDTP.

• Bids must be delivered to the address below on or before 12:00 Noon on July 2, 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 12:00 Noon, 2nd July 2024.

• All Bids must be accompanied by a Bid Security of $6,300 (Six Thousand, Three Hundred United States Dollars) 9.
