The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services : Consultancy For The Review And Development Of A New Pension Act

The overall objective of the assignment is to review and amend the Pension Act 1950 and other connected legislation to lay the foundation for the implementation of the approved Pension reforms.

The consulting services shall be provided for a period of three (3) months.

The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services ( description of similar assignments, experience in similar conditions, availability of appropriate skills , etc.). The short listing criteria are:

  • An advanced degree in Corporate, Labour, Or Pension Law, Public Administration, HR or other related areas;
  • A minimum of 10 years experience as Legislative Draftsperson
  • A minimum of 10 years of professional experience in civil service reform, preferably in developing countries and related to pension reforms, and capacity development;
  • Thorough understanding of the principles and processes of pension reforms;
  • Knowledge of international standards and best practices of pension reforms;
  • Experience working with Government and Private Sector at senior level;
  • High proficiency in written and spoken English is a fundamental requirement;
  • Experience working with international development partners is desirable

Other Competencies include:

  • Demonstrated excellent written and oral communication skills;
  • Excellent interpersonal, intercultural and networking skills with a demonstrated ability to build and maintain professional relationships;
  • Cross-cultural experience and sensitivity;
  • Commitment to the principle of independence and confidentiality;
  • Ability to work effectively under pressure; and
  • Ability to manage own time successfully, prioritize effectively and meet tight deadline

(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest

A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.
