REQUEST FOR EXPRESSIONS OF INTEREST
Tender Title: Recruitment of a Consulting Firm to Deliver Advanced Training in Project Preparation, Appraisal, Risk Analysis, Climate Screening, and Development of an Excel-Based Project Pipeline Tool
- Background
The Government of Rwanda, through the Ministry of Finance and Economic Planning (MINECOFIN), is implementing a comprehensive Public Investment Management (PIM) reform program aimed at improving the efficiency, transparency, and climate responsiveness of public investments.
The reform program focuses on:
- Standardizing methodologies for economic and risk analysis, including climate considerations;
- Strengthening institutional capacity across Ministries, Departments, and Agencies (MDAs);
- Enhancing project pipeline management throughout the investment lifecycle.
In this context, MINECOFIN intends to recruit a qualified consulting firm to design and deliver an advanced, practice-oriented training program and to develop standardized tools for project preparation, economic and financial appraisal, risk analysis, and climate-sensitive investment planning.
- Objectives of the Assignment
The overall objective of the assignment is to strengthen the capacity of government officials to prepare, appraise, and manage high-quality, bankable public investment projects using standardized methodologies aligned with national PIM reforms and World Bank standards.
The specific objectives are to:
- Strengthen capacity across the full public investment cycle;
- Develop standardized tools for economic, financial, and risk appraisal, including climate considerations;
- Develop an Excel-based project pipeline management tool aligned with national systems;
- Deliver advanced, hands-on training to government officials across MDAs.
- Scope of Services
The consulting firm will be responsible for carrying out the assignment in four phases:
- Phase 1: Diagnostic and Alignment – Review existing systems, conduct training needs assessment, identify gaps, and prepare an inception report.
- Phase 2: Tool and Curriculum Development – Develop standardized appraisal tools, climate screening tools, an Excel-based pipeline tool, and training materials.
- Phase 3: Training Delivery and Knowledge Transfer – Deliver hands-on training to approximately 50 officials and assess learning outcomes.
- Phase 4: Institutionalization – Develop a plan for sustainability and long-term capacity building.
- Duration of the Assignment
The assignment is expected to be completed within a period of twelve (12) months from the date of contract signature.

- Qualification Requirements
Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including:
- At least 10 years of experience in public investment management, project preparation, and appraisal;
- Proven experience in capacity building, economic and financial analysis, and climate risk screening;
- At least two (2) similar assignments in developing or emerging economies;
Key experts shall include a Team Leader/PIM Specialist, an Economic/Financial Appraisal Expert, and a Climate/Environmental Specialist with relevant qualifications and experience.
- Selection Method
The consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method as set out in the World Bank Procurement Regulations for IPF Borrowers.

Interested consulting firms are invited to submit Expressions of Interest (EOI) providing the following information:
- Company profile and core business;
- Relevant experience in similar assignments;
- Technical and managerial capability of the firm;
- Availability of appropriate skills among staff.
