Assignment Title: Recruitment of a Project Accountant for the ACE Impact project

The Ministry of Higher Education, Research, Science and Technology has received financing from the World Bank in the amount of USD 12 million toward the cost of Second Africa Higher Education Centre of Excellence Development Impact, and intends to apply part of the proceeds for consulting services. The project was declared effective on the 05th May, 2020 and expected to close on the 30th June, 2024.
The consulting services (“the Services”) includes:
- To liaise with PCU in the areas of financial management and Disbursement to better understand World bank policies, procedures and guidelines,
- To keep all financial records of the project on time,
- To participate to the preparation quarterly and annual financial reports and other reports as may be required by the project,
- Monitor the management of special accounts and imprest accounts;
- Monitor cash flow requirements, including the preparation of cash flow forecasts;
- Organize an archiving and filing system for the project's accounting and financial documents;
- Follow the provisions of the Administrative Procedures Manual
- Preparation of payment vouchers in accordance with project requirements,
- Prepare r all advance fund and expenses
- Assist with procurement in accordance with project requirements,
- Understand how the disbursement link indicators (DLIs) of the donor funded projects works,
- Preparation of monthly bank reconciliation statement,
- Preparation of monthly cash book and ledgers,
- participate in the preparation, verification and transmission of accounts replenishments
- Keeping of project asset register
- Participate in the Preparation of budget and budgetary controls to assist management in decision making
- Prepare annual audited accounts and publish at the Centre website
- Provide sound financial management and engage with students, researchers and partners for the smooth running of project activities The Project Accountant will report to the Project Manager

The PROJECTS COORDINATION UNIT situated at the Ministry of Basic and Secondary Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) General Qualifications 40 %
(ii) Experience and Adequacy for project 35 %
(iii) Technical and Managerial capability of the consultant 25%
Total Points 100%
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The successful candidate is expected to be based in The Gambia for an initial period of at least one year (negotiable) and to provide further support to the CoEngg for at least one additional year (with the possibility of renewal through the five-year period of the ACE Impact Project, based on performance). While GTTI has some existing academic and administrative capacity, the successful candidate will become a core member of the College leadership team, provide extensive support as it expands its mission and scope, and will serve as an Advisor and Mentor to the institution and its existing leadership.
A Consultant will be selected in accordance with the Individual Consultancy Selection (IC) method set out in the Procurement Regulations.
