REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) Country: Kenya Project: Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) Project ID: P181328 Loan No./Credit No./ Grant No.: TF-C3188 Assignment Title: Results Based Financing (RBF) Officer Reference No.: KE-TDB-506195-CS-INDV • The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) and intends to apply part of the proceeds for consulting services. • The consulting services (“the Services”) include the Results Based Financing (RBF) Officer (Individual Consultant) assignment for a period of four (4) calendar years from contract commencement date.
The objective of the assignment is to provide high-level project management, technical leadership, and stakeholder coordination to ensure timely and effective implementation of the RBF facility. • The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.tdbgroup.org/wp-content/uploads/2025/08/2.-TOR-RBF-Officer-28.08.2025.pdf • TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services ((cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications).
The shortlisting criteria are: • A minimum of a master’s degree in project management, Development Studies or a related field from a recognized institution • A minimum of 6 years of general experience in programme or project management within development finance or donor-funded environments • A minimum of 3 years of experience planning and managing projects funded by the World Bank or other multilateral donors, with a strong emphasis on performance-based frameworks. This should also include practical knowledge of coordinating energy or sustainable development initiatives across multiple African nations, as well as a solid understanding of the local context • Working experience in project management tools and statistical analysis software such as SPSS, Stata, or similar • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. • A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations: • Further information can be obtained at the address below from 0900 to 1700 hours East African Time (EAT) from Monday to Friday excluding lunch hour (1230 to 1400hours EAT) and public holidays.
